Gcloud SQL instance is suspended although billing is enabled

Hi all!
Two weeks ago, I disabled billing for my gcloud project, then I enabled billing again today. However, my gcloud SQL instance remains suspended. How do I fix it?

Suspended or stopped? What error you are receiving, when you trying to [1].start your Cloud SQL Instance ?
