Intern accidentally bloated DB to 2TB, need to shrink disk

We are a startup and our intern accidentally ran some commands that resulted in our database instance taking 2TB of disk storage. Our database only uses around 200 GB. And now we are incurring high costs.

Can someone from GCP support please allow us to shrink the disk size?
