is it chargeable even if the cloud SQL instance is stopped?

I have created a Postgres instance with very minimum configuration with no backup, replicas or any additional users, now the instance is stopped for a week but still I'm seeing 0.34$ is getting added for each day. is there any minimum charge involved even if the instance is stopped?  

Instance Configuration. 

1 vCPUs,

3.75 GB RAM

10 GB HDD Storage

Disabling billing for a project will stop all billable activities, but it will not delete the resources associated with the project. This means that while you won't incur new charges, you will still be responsible for any costs that were incurred before billing was disabled.

If you have a Google Cloud SQL instance and you disable billing for the project, the instance will be automatically stopped, but the resources (like storage) are still retained. As a result, you may still see charges for the period of time between when the resources were used and when billing was disabled.

If you want to avoid all charges, you would need to delete the resources (like your Cloud SQL instance and associated storage) before you disable billing. Please be aware that deleting a Cloud SQL instance is irreversible and you will lose all data associated with it.

in Cloud SQL, you are billed for persistent disk storage even if your instance is stopped. This is because the data you have stored in the persistent disk continues to be retained, even when your instance is not running.
