429 error when generating content with vertex

Hi. We have a project with Vertex with the pay as you go plan. We are doing less than 50 requests per minute, and using less than 200000 tokens per minute in 4 machines, way below the limits specified.

what could be the cause of this?

I believe you've exceeded the token limits per minute. Have you checked the limits for Vertex AI?
