Google Translate v2

I have a node app that will translate strings from a csv file.

It has worked fine for over a year, but now when I run it I get a "User Rate Limit Exceeded" error every time. 

There is an unlimited quota for "v2 and v3 general model characters per day", and I am not trying to translate very much data.

Has anything changed in the last month that would make such an error suddenly appear?

Turns out there was a payment (5 cents) due on my billing account. It wouldn't autopay since it was less than $1.
