Prevent overlap of text and actions in Deck view

The overlap you see is caused but text from the "Secondary header" stretching into the space of the "action bar".



I want to put the example sentence in the "Secondary header" in order to show as much of it as possible.  If I could, I would move the action bar up to the level of "Primary header" or "Summary column" but that is not an option right now. 

One proposal is to make it possible to chose whether the action bar appears on the lower right or the upper right.  Or, alternatively, it would be nice if text in the "Secondary header" could be automatically abbreviated so as to prevent the sort of unsightly conflict you see.  I would prefer not to try to abbreviate it myself because the extent of the abbreviation necessary depends on the width of each user's the screen.
