Freelancer Refusing to Transfer Google Cloud & Firebase Ownership – What Can We Do?

Hello, dear community,

I hope I can get some help here as I am currently facing issues with transferring ownership of my app.

Context:

Over the past two years, we have worked with a freelancer to develop a mobile app using Google Firebase and Google Cloud Console. The app is live and fully functional. We have paid all invoices, and everything seemed fine.

Now that the project has ended, the freelancer is refusing to transfer ownership of the Google Cloud and Firebase accounts. The developer initially set them up under his own account, and unfortunately, we do not have full ownership rights.

We act as the middle party—meaning we have a client who pays us, and in turn, we pay the freelancer. However, the freelancer is now demanding a 10k transfer fee to hand over the ownership.

Our contract clearly states that he must document and transfer the source code, which means the code and data should belong to our client, not him.

Questions:
1. What is the best way to proceed in this situation?
2. How can we contact Google Support for this issue?
3. What information does Google need from us to resolve this?We have all contractual agreements and evidence to support our case. This situation feels very close to blackmail, and we believe it is legally questionable.

Any guidance would be greatly appreciated!
