My website's  shoistic.com loading speed is important. Are there any tools, services, or best practices to ensure optimal performance on Google Cloud?

I'm not an expert on site speed but I'd recommend checking out this Google Public DNS article. There is a section in the article about speeding up your browsing experience that looks like it could be helpful.

It looks like, your website is made at Wordpress. I would start reading this site [1]. You can also install plugins to speed up caching, like WP Total Cache [2]. As third option, you can use CDN [3].
