Issue with connectivity to server for only users in Philippians?

We had an issue start up recently on a server hosted in Google cloud. We have users who connect and run SQL Queries from California and the Philippians but only recently only the users from Philippians started getting network connectivity issues. They've been able to perform this queries for years until just recently.

Can you add details to your question by sharing any screenshots related to the issue? Or any error messages? 

Are there any recent changes with your VPC network? Or with your SQL server?

Also, when you mention Phillippians, is this the one from Greece? Or are you referring to Philippines?
