I was approached by consultants of a Google Cloud Partner that wants to start a user group community in the city of their residence. What exactly is the right path to follow to become offcially accredited and accepted ? What is the process for this ?

You can point them to this page https://developers.google.com/community/gdg.
They can follow the instruction in "Lead a Chapter" to submit a request and someone from the ecosystem team will follow up with them

Always excited to hear one of our partners is looking to bring developers together in the field! It looks like there is an existing Google Developer Community Group (GDG) in Nuremberg with a pretty robust membership! I would encourage all involved to check out the existing group and see how you can get engaged. Also, @rmandel might be able to point you in the right direction for establishing a new group.

Thank you for your quick response, but I maybe need to clarify this more. The people who want to establish a new user group are not develeopers, but GCP infra chaps, working for a google premier partner. They are strong in Google Security, GCVE etc. and do not want to found a competitive group but one that is different in its specialization.
How can you help us/me ?
