InPlacePodVerticalScaling is still an Alpha feature in K8s. GKE does not allow alpha feature for production clusters, but you can create Alpha clusters if you want to try/test the feature. We are hoping that the feature transitions to Beta in the 1.33 release (end of April in OSS, mid/late May release for GKE), at which point you would be able to enable it on any cluster.
