This docs says: Private Service Connect (PSC) over interconnect.

Private Service Connect(PSC) and Interconnect are different services, but they work together in some use cases. They serve different purposes but can complement each other in hybrid or multi-cloud networking scenarios.
“Private Service Connect (PSC) over interconnect” as stated on your provided document refers to a configuration where PSC is used to access services privately, and the underlying network connectivity between your on-premises environment and Google Cloud is provided by Cloud Interconnect, either Dedicated or Partner Interconnect.
- Traffic between your networks doesn't traverse the public internet. Traffic traverses a dedicated connection or goes through a service provider with a dedicated connection. By bypassing the public internet, your traffic takes fewer hops, so there are fewer points of failure where your traffic might get dropped or disrupted.
- You can scale your connection capacity to meet your particular requirements.
Therefore, PSC is for service-level private access, while Cloud Interconnect is for network-level private connectivity.
