Batch job will not start, stuck in "Queued" and "VM provisioning model: Pending..."

I have been using a job submission script for submitting jobs to Batch that has been working well. Today I ran the same job submission script and the job is stuck in "Queued" and it says "VM provisioning model: Pending..." 

I have checked the Batch release notes and there isn't anything I could find that would interfere with this. I am far below all my quotas. Sounds similar to the recent issue posted by @Jlguti here.
