Cannot change Service Policies Quotas

I want to create Security Policies in Cloud Armor, but my quotas are 0
I added billing account for project, even tried prepayment 50$ successfully.
But the quota of services policies is zero and I can't increase the quota.
I am just a personal user, so I cannot ask for help from the support team.
So I want to find a solution here.

You’ve mentioned that you are unable to increase quota through our support team, did you mean the Request Quota process? If you are unable to request through this process and you’ve made a payment, I highly suggest you reach out to our Cloud Billing support regarding this issue. They are best equipped to look into this for you.
