Changing Compute Engine

I am finding working with Google VM very demoralizing without much help from Google.
Even if I used what I pay for 1 month to buy a computer from a store I will get better support.
In any case I am not happy with the support
On my Google console it says my External IP is 35.197.237.191.
But on my remote desktop it says the External IP is 34.147.187.185 
I don't know how to line these up,
When I go on the Google Console to change my VM I get the following error msg:
Applying the recommendation failed: Operation type [start] failed with message
"Quota 'N2D_CPUS' exceeded. Limit: 8.0 in region europe-west2."
Al I want to do is to set my VM to:
General Purpose
N2D
16 VCPUs
128 GiB
And I want the External IP on my Console to match the External IP on the remote desktop.
Can anyone help ?

What do you mean by remote desktop ? Is this your personal laptop ?

This is normal message, when you are reaching default quota. You can check your quota by entering IAM -> Quotas & System Limits. Here is a documentation about requesting more quota: https://cloud.google.com/docs/quotas/view-manage#requesting_higher_quota

Google have service called BYOIP ( Bring Your Own IP ), more info here: https://cloud.google.com/vpc/docs/bring-your-own-ip

All mandatory and basic information are under documentation. Would be good to describe your issues with Google Support. Based on that any kind of improvements could be applied. Complaining without examples, are just complaining, without any value.

What do you mean by remote desktop ?
I remote login to the VM from my desktop.

I tried requesting more quota and it didn't work.

I am describing my issues and Google don't even provide an introductory session so that someone who has never done this before can be worked through  the setup with some help. Having Youtube videos when you run into problems not covered by those videos don't help.
I stated what I am trying to achieve in my original post so if anyone can help please post some solutions.

I have been able to increase my quota.
However I have not been able to edit my VM.
When I go to Google Cloud Console, go to “Compute Engine” > “VM instances”,
I don't have "Edit" as an option.
The screen below is what I get:

Here are the guides, workarounds and troubleshooting documentation that might help to resolve your VM instances:

1.As mentioned by @DamianS check your current quota and documentation about request a higher quota.

2.Edit/Change your VM Configuration

- After your quota is increased, you can proceed to change your VM configuration:

  • In the Google Cloud Console, go to “Compute Engine” > “VM instances”.
  • Select your VM and click on “Edit”.
  • Set the machine type to General Purpose, N2D, and adjust the vCPUs and memory to 16 vCPUs and 128 GiB.
  • Save the changes.

3. Assigning an External IP Address

   - To ensure the external IP matches between the console and the remote desktop:

  • Go to “VPC Network” > “IP addresses”.
  • Check if your VM has an external IP assigned. If not, you can assign a static IP by: Clicking “RESERVE EXTERNAL STATIC ADDRESS”.

   4. Try to Restart your VM

   - After making the configuration changes, it is required to restart your VM.

Hi @LDG_Cloud1,

Double click your VM instance name and you will see the "Edit" button inside your VM instance.

Make sure you have created backups of your data before making major VM instance changes.
