DNS Server policies

I am looking at the following documentation:

wrt inbound server policy, the doc says:

> if you want your on-premises workloads to resolve names on Google Cloud, you can set up an inbound server policy.

What does this mean? What is the inbound server policy resolving to on Google Cloud?
