I wanted to download the PDF billing invoices from the documents page in the billing dashboard. Note that this billing account is a sub-account of our org (we are a googel cloud partner reseller). I have all the necessary permissions including billing administrator and billing viewer but still can't see the invoices.

This can happen if:
The billing account is linked to a reseller setup, and only the reseller’s main account sees the invoices.
There are delays or sync issues in the Billing Console.
You’re missing the Payments Admin role, which is sometimes required in addition to Billing Admin and Billing Viewer.
try:
-Checking with the reseller admin account
-Confirming you have the Payments Admin role
-Contacting Google Cloud Support if the issue persists
