Failing to release internal private IP

Hi all

I am looking to tear down my VPC and re-create it. However my tear down is failing with the following error

Failed to release serverless-ipv4-1722357178562907982: The address resource 'projects/1070420212805/locations/us-central1/addresses/serverless-ipv4-1722357178562907982' is already being used by '//serverless.googleapis.com/projects/1070420212805/locations/us-central1/addressReservations/serverless-ipv4-1722357178562907982'

I dont have any services connected to our VPC and yet it fails all the time. The only thing that had a private IP was the database and even the database has been deleted. I dont have any serverless VPC access connectors either. I have no idea where this IP is being used. 

Any ideas on how I can debug this?
