GCS enable billing doesn't work

Hi, 
I'm trying to enable billing for GCS Buckets but it stuck (see image below)

Incognito doesn't help
Card have some credit so it shouldn't be the problem..

problem solved...

1. no billing card was assign to this (new) project
2. it would work if I wouldn't get to the maximum amount of billing projects attached to this card.

once I got to billing and disable some old projects from the billing account I was able to set the billing in the CCS bucket
