Paris Outage but can't fail over because load balancer not loading

Hey all,

With today's server issues on the Paris zone, I am trying to move over our services for EU to another zone but I can't get into the load balancer or NEGs to be able to move the balancer for EU over to the new Cloud Run service.

Anyone else having this issue?
