SAP Instance Activation Failure: Usage limits reached. N2 CPUs exceeded

I am trying to activate an instance on SAP and it keeps giving me an error: N2 CPUS and SSD TOTAL GB Quotas exceeded.  I requested more quotas and it was granted but I am receiving the same error.  Does anybody know how to solve this issue?

Hi,

I have a similar error. In my case after having approved two requests for persistent disk SSD (us-east5 and europe-west4), but had all requests for N2 CPU rejected, I received the error (please see screenshot below):
