SAP Instance Activation Failure: Usage limits reached. N2 CPUs exceeded

I am trying to activate an instance on SAP and it keeps giving me an error: N2 CPUS and SSD TOTAL GB Quotas exceeded.  I requested more quotas and it was granted but I am receiving the same error.  Does anybody know how to solve this issue?
