So many Integrity related Notice in the logs GCP compute

Hello Everyone, 

This morning I got thousands of notice logs as shown below :

jsonPayload: {
@type: "type.googleapis.com/cloud_integrity.IntegrityEvent"
bootCounter: "38826"
startupEvent: {0}

logName: "projects/xxxx/logs/compute.googleapis.com%2Fshielded_vm_integrity"

Also Instance was not starting up. it was showing as running in console however I was not able to ping it or RDP it. 

Solution/Workaround that helped: I disabled vTPM and integrity monitor then tried starting the instance and it worked.

Can anyone please explain why there was so many notice incidents shown in the logs?
