Static Outbound IP with Cloud Run: How to confirm IP?

Hello, I recently fo llowed this tutorial on how to set a static outbound IP. It is not working on the database end, and even though I've added the VPC ip to the whitelist, I still can't sent requests. I have a few questions from trying to debug the issue.

- When I make requests to https://api.ipify.org and other ip finders, my cloud run job times out, but runs perfectly locally. Can anyone advise on why this is happening?
- Where exactly do I find the IP I've attached to the job?

Can you confirm if you are still experiencing request time out error? If yes, please attach or add it to your question. Also, you've mentioned that you followed a tutorial prior to this setup. Can you share any links or documentation of it? Thanks!
