Who is the designated representative of Google LLC in the EU for GDPR?

Recital 80 of the GDPR states:

Where a controller or a processor not established in the Union is processing personal data of data subjects who are in the Union whose processing activities are related to the offering of goods or services, irrespective of whether a payment of the data subject is required, to such data subjects in the Union, or to the monitoring of their behaviour as far as their behaviour takes place within the Union, the controller or the processor should designate a representative

Given this, who is the designated representative of Google LLC in the EU for GDPR?

From Google's FAQ on Serving Civil Subpoenas or Other Civil Requests on Google I would guess it is 

Civil Requests for data of users within the EEA and/or Switzerland
For requests which relate to the data of users within the EEA and/or Switzerland area, Google Ireland Limited is the controller responsible for the personal user data for most of Google's consumer services in the European Economic Area (EEA) and Switzerland (including Gmail, Drive and YouTube).

But the wording here does not make me confident that this also applies to google cloud platform or that this makes Google Ireland Limited the the GDPR representative of Google LLC in EU.
