I'm getting this ("Data could not be loaded, Additional actions may be needed to resolve any issues.")

trying to setup a interconnect with MegaPort.
When I select continue it brings me to Compute Engine API "enable" or "Try this API".
If I select enable I get billing required.
If I select enable there I get "Enable billing for project “interconnect”
You are not an administrator of any billing accounts. To enable billing on this project, create a new billing account or contact your billing account administrator to enable billing for you. Learn more" 


Do I need to enable the "Compute Engine API" and link a billing account?
