Arcade Hero: Building Blocks Cloud Run functions require Eventarc API

There are four labs in May '25 Level 3 building blocks game, which have two cloud run functions.

In each Lab the first task is fine, but the second task is triggered by Pub/Sub.  But when I try to use a Pub/Sub Trigger, it tells me I need to use the Eventarc API...  But the Lab account does not have permission to enable the Eventarc API.

Am I doing it wrong? could someone point me in the right direction.

cloud run functions II and IV , you can complete without Eventarc API.. for these two labs if you do task#1 , task#2 is automatically done. But some how through console check task not getting green tick. Lab descriptions are old.  

you need to do through CLI.

For cloud run functions I and III ,  Eventarc API required, they have not given permissions to enable Eventarc API.. if we want to try other method also, they have not given permissions to create bucket.
