Will I only get the goodies after completing all the levels of the arcade?

No, you need to complete at least one tier. Then you'll be eligible to get swag that is assigned to that particular tier.

For example, if you have 85 arcade points, you are eligible for only Arcade Legend swag.

Not all the levels you have to reach to a particular milestone and for this you have to complete the Arcade games whether it's Level/Trivia or Special edition badge.
1st Milestone is of 20 points that means you have to earn at least 20 points to get the swags of that milestone and if are able to earn 40 points then you will get the swags of 2nd milestone only. Similarly it works for other milestones.
