Explain the quiz answer about scaling of storages in GCP

I don't clearly understand this question and comment. Could you explain why BigTable is not an option?

Hiya,
 I've not seen this quiz questions before, but I would hazard a guess that both Firestore and Bigtable are removed as viable options as they are both serverless.

 As a result we as the cloud customer don't need to actually "scale" the database instances or select the relevant capacity in the way we do when we use Cloud SQL or Spanner.
