Google Cloud Resource Pool Exhausted Error on Quicklabs

I was doing some qwicklabs exercises  of

Monitoring Multiple Projects with Cloud Monitoring

 

and I am getting the following message like resource pool exhausted. Is it because a lot of people are using it at the same time? How long does it take to get resolved??

Any suggestions about the steps that I might have missed which might have led to this error?
