Hey there! I hope all of you are having a wonderful day. Qwiklabs support told me that the slots for LEVEL 3 might open today. So everyone who's keen to join to challenge, kindly stay tuned. Those who have NOT completed Level 1 and 2, kindly enroll in those levels as of now and wait for the level 3 slots to be opened. I will Update all of you soon. All of it will be worth your time. There are people on this forum who will update you on the same. So have patience and trust the process. 

[EDIT] I guess the slots for LEVEL 2 have been filled up. You can join the LEVEL 1 challenge. Hurry up.

Honestly, no one has any idea regarding the same. Even the Qwiklabs support is not giving any firm notice. So all we can do is wait and keep on checking the website ourselves.
