Pick 1 or 2 clouds to start -- depending on what your level of experience knowledge is, I would recommend 2 cloud providers. Learn them in parallel so you can get a better feel for how they are different/same. If that's too overwhelming, stick with just 1.
Study, take advantage of Qwiklabs and various learning opportunities here to get some hands on practice, and get certified. Also, take advantage of Google's Free Tier . It's great for learning and testing stuff with your personal account and will cost you nothing as long as you use it within its (generous) limits.
Apply to (entry-level) cloud engineer jobs. Know your security/IAM well (regardless of cloud provider), because there's no quicker way to bomb a job interview than to answer the security questions poorly. Also, try and detect a pattern of tools that you see companies use (you'll probably see a lot of Terraform, Docker, Jenkins, Python perhaps) so make sure you know those popular tools.
Don't get discouraged if you don't get any interviews for a long time, just keep studying and keep applying. It would also help if you had a GitHub account or something with things you have worked on that you can showcase as well.
