How to make two graphs using different axis of data from the same base

Sorry if some chosen terms are not the best, english is my second lang.

I need to make two charts from the same base below (i think it needs to be on the same base so i can link both graphs). I was able to do the first, to show how much % (the last column) relates to each of the pillars (the first column). However, the second graph is tricky to me. I need to relate each of the names on the first line (CV, SAS. SAE etc) to the equivalent % shown in line 12 (%), but i dont know how to insert the data so that this is possible.
That's probably really easy but somehow i can't figure it out. Help!

I think you need to have the first row be a column instead.
