Redshift -- Connection refused, whitelist issue

Getting the error: Connection refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.

I am self hosted, running on aws/using redshift.

Iโ€™ve tried white listing everything I can think of.

what specifically do I have to white list to not get this error? Iโ€™ve tried the IP of the website that is hosting looker
