Cannot avoid charges within App Engine Free Tier

Hi, as I understand it, App Engine requires Cloud Storage and both come with a Free Tier.

I deployed an App Engine app in the us-east1 region, which created two Free Tier Cloud Storage buckets within us-east1:

my-project-001.appspot.com
staging.my-project-001.appspot.com

In addition, it also created a 500 MB multi-region US bucket:

us.artifacts.my-project-001.appspot.com

Multi-region buckets are not covered by the 100 GB Free Tier network egress allowance, so every deployment incurs me traffic egress charges.

Is there any way to encourage a re-design by Google's systems architects to create Free Tier compatible single-region artifacts buckets in future, when single-region apps are created?

You can post a feature request, but in my experience getting Google to change policies is a very slow and unpredictable process. Buckets are globally accessible, and I've never really needed a multi-region bucket.
