where is cpanel or similar utility?

I have a conventional LAMP site backup that I want to unzip/install on a Google Cloud Site. I cannot find any command line or restore utilities to run my gz zip file. Is there a way to do this? I cannot imagine that there isn't but I cannot figure it out.

Google Cloud does offer its own set of tools to help you manage your projects. Can you kindly advise what Google Cloud product you are using exactly.
