"Send as Email" must be available in to google admin Panel

Dear Development Team,

Please note that , I have multiple sub domains in single domain , Now i have created some of alias for multiple users, But i want to configure alias settings  "Send Email As" to for each for user from Admin Panel. But this option is not available . 

Now i have to login in each user account then his settings and then adding alias , It is very bad practice.

Think if we have thousand users ?

No one agree to share Password ?

So please provide user level settings in Admin Panel for Administrator

like Signatures, Email forwarding options and etc.
