2 Factor authentication issues

Hello everyone,
I have recently started working for this company and took control over Google Workspace account. I started removing previous admin's access so I temporarily disabled 2 FA and replaced the recovery email account and phone number with mine. Now when I try to login to Admin Console the system still asks to send confirmation code to previous admin's phone number. This is despite the fact that 2 FA is disabled right now and recovery phone number is set to mine. The other guys admin doesn't show up anywhere in the security settings yet Google still sends confirmation codes to his phone. What should I do?

@GENash  As of my knowledge,changing the recovery mail details would take up to a few days to propagate(don't remember exactly how many but is guess up to 7 days)

and as a login challenge it prompts you to enter recovery info and you gets into trouble...

My suggestion is that you enable 2FA after you signin the next time, set it with your number or whatever the way you like, so instead of recovery details next time your 2fa details will be prompted and that will resolve your issue.

And of course it's a best practice and higly recommended that the super admin to enable 2FA

I tried that, it still won't prompt my phone.
It's been about 5 days since I changed the recovery phone number, maybe I should wait few more days then.

@GENash  which 2FA method did you enabled?

The one that's supposed to send prompts on the phone. During setup it prompts the phone, I confirm and everything looks fine. But after that I logged out and when I try to login all of a sudden it wants to send text with code to the old phone number. When I click "More Ways" it only offers Call or Text the old phone number...

Do you have access to the Google Admin console? Do you have Super Admin privileges? If so, If his account has been deleted check to see if it can be restored. If so, restore the account log in to his account in the top right corner click on their profile or icon and choose Manage your Google account, go to Security and How you sign into Google. From there you can modify the 2-Step Verification

2-Step Verification phones
Recovery phone
Recovery email

of his account to send the confirmation code to the phone number you choose.
