404 That’s an error. Admin panel

Good day! 
We are using GCPW with Workspace and in admin console https://admin.google.com under the devices tab. In Mobile & Endpoints ---> Settings ---> Windows ---> Custom settings ---> And when i am clicking the "All custom settings" link i am getting the 404 page:

404. That’s an error.

The requested URL was not found on this server. That’s all we know.

Our subscribe is Business Starter subscription.

You need Business Plus to use Windows Device Management aka Enhanced Desktop Security for windows. Without Business plus you can only use GCPW in standalone form.
