I am part of the technical support of the company where I work.
Actuemnete one of the colleagues of was fired and kept in his mail information of a certain value of the company and that in bad faith he did not deliver. The IT department cannot access the mail because the staff set the two-factor authentication and even if the password of the mail is changed, it cannot be accessed,
The employee cannot be contacted because he left the country and there is no way to contact him... in these cases... the email information would be lost or some option in Workaspace Security could be modified so that he can access the email of the company

Any superadmin of your Workspace instance can access this account by moving it to an OU where 2FA is disabled and then changing the password.

@Richard_Rivero @icrew You can also simply generate a backup code from admin console which can be used as the verification code along with the new password.
