Business Starter automatically upgraded business standard without my consent

I woke up this morning and noticed that my account has been automatically upgraded to business standard from business stater.

When I checked the logs I saw a user "google systems" revoked the starter account and upgraded to the business starter.

• I'm wondering how is this possible.
• Is it possible to reverse back to business starter?
• In my business starter account, I have some users who had exceeded 30Gb with storage of up to 500GB we were using paid additional storage for users who have exceeded this capacity. out of my 30 users can I have only 2 who have business standard and the rest of the users use the business starter.
