Can I see who copied and when google doc with Google Drive API or activity dashboard?

Im interesting in these 3 scenarios, when someone copies file from google drive, whos owner is google workspace account:
1)  User that is in organization (controlled by workspace google account) copied file from google drive 
2) User with personal gmail account copied file with permission to access this file
3) User with permission to view file by URL downloaded file. He is not in organization too.

Can I see gmails on all 3 scenarios? If Im right, the third scenario implies that user may totally anonimous.
