Can't access admin console

I'm trying to access the Admin Console for my custom domain address following these steps https://support.google.com/a/answer/182076

I sign in and get past the sign-in page, then I see "Choose an Account" and the account I want to access admin for is listed. I click it, and...nothing happens. 

I've tried the suggestions here (new browser window, incognito window) but same thing happens. What's happening and how can I get around it?

Ah, I don't think Super Admin privileges have been set up for this account. This is likely why this is happening.
