Can you share data with third parties if you're a third party yourself

I had the impression that it will be more complicated to share data with third parties that do not belong to one's own organization. Specifically, I remember a case where I (as a third party) cannot authorize other third parties. This may be a feature, but at the same time it is a limitation.
Is this always the case or can it be changed?

Yes, you can turn external file sharing ON, ON (allowlisted domains only) or OFF in the Admin Console under Apps > Google Workspace > Drive and Docs > Sharing Settings (or go straight there by clicking this ...

If you choose to go with ON (Allowlisted domains only) then you can edit your allowlisted domains in the Admin Console under Account > Domains > Allowlisted domains (or go straight there by clicking this link).

There are some additional settings that allow you to fine-tune internal and external sharing, as well.
