In the Admin privilege list it says: "Super admins or services admins can transfer ownership of users' Drive files using the Admin console." but what about folders?
If you can do it, please explain how.
If you can't, is there a workaround?

It applies to folders as well. As an admin, you can go to the admin console and initiate the transfer ownership process and select that all files should be moved to the new owner. That includes folders as well.
Alternatively, if you need to move all files and folders from a user that no longer works in your organization, you will get the option to transfer the user's files to another user during the deletion process of the leaving party. Meaning: If you delete a user in Workspace, you will be prompted to transfer their files to somebody else.
A third option would be to move all the user's files and folders to a Shared Drive.

Does not work with folders. I get "folders aren't supported".

Thanks for the suggestion. It seems though this issue still persists. I am trying to transfer ownership of just one specific folder of one person to another of our workspace. As workspace admin, I am trying to achieve that. The article you have linked, suggests to move ALL files and folders which I do not want. I tried checking within the investigation tool, but moving ownership only works for specific files only, not for folders.
