Changing a users Google Voice Phone Number

I am an admin for my organizations Google Workspace account and am trying to change one of our employees phone numbers because he has been getting spam calls all day ever since we set it up a few weeks ago. I unassigned the number but when I try to reassign a new one it says "Unable to assign number. Try again." I did see on another post that this is to prevent you from not paying the number change fee. However, I cannot figure out how to do so as we are willing to pay the required fee if necessary.

Thank you for the reply, but unfortunately we are a non-profit and our edition of Google Workspace does not include support. Any idea who we could contact outside of support?
