Creating shared drive

I am trying to create Shared Drives in my Google Workspace account but the option is not available. I have tried to follow the instructions here (https://apps.google.com/supportwidget/articlehome?hl=en&article_url=https%3A%2F%2Fsupport.google.com...) to ensure that creating Shared Drives is available, but I cannot complete step 3 as there is no "shared drive creation" option in my menu.

I am an Admin on my team, and we are paying for a Google Workspace plan. However, occasionally Google says that I am on a personal account instead of a business account, which should not be the case (& I'm not sure how to resolve it if it is the case). Can you please help me figure this out? I have no idea why I cannot create shared drives.

The ability to create Shared Drives depends on which edition of Workspace you have purchased. Only the editions listed in italics at the start of https://support.google.com/a/answer/7337469?hl=en include Shared Drives.
