I am the Administrator and we use Google Workspace Enterprise Standard Edition
I followed the instructions here.

When I get to the Apps > Google Workspace > Gmail > User Settings, there is no option to enable S/MIME at the bottom of the page as it states.
Can anyone explain?

S/MIME is only included on Enterprise Plus. It is not included in Enterprise Standard.
You'll need to add a subscription for it to your account to be able to see that option. Once it's added you are in the right place it will be at the bottom of:
