File restriction

. We would like to ask  for your assistance and help us  regarding a feature or a way to do a file sharing restriction.

We would like to ask if there is any way on the admin console to restrict the file sharing to owners only.

We also want to check if we can have an option to backtrack all of the files shared and limit it with the same set up (Owner can only share the files)

No admin setting exists, but you can change it in an individual document. There is also no option to set it as a default.  If you hit the gear in the top right of the sharing dialogue box

yeah we are aware about this and we are hoping that there can be a way from the admin console to have control on this.
