See the title. Is it because the feature is only available in these plans?

Time Insights is only available from Business Standard or higher plans. I think the option to turn this on or off is only available from Business Plus, even. If you are on any of the plans, check the calendar settings in the admin console to see whether the feature might be turned off for your domain.
